The usual, you know, controlling Orphell, plotting to get the kings power to Rood in the most destructive way conceivable.. all that good stuff that he does for the world. lispen is such a saint. some people work in soup kitchens or volunteer at hospitals, but this guy just really knows how to give back to the world. why doesn't lispen just give the [power] he has to rood??? he wants the dk to have his full powers back and all, yet he's still going to hold onto some of the [power] for himself? orphell just needs a nice shoe to the face from our good old rood and then he'll snap out of it.

I'm pretty sure he's keeping that portion of the power as a fail safe in case Rood decides that "Nah not going to kill Lidusis.." -which he already has so! In his mind he is probably planning to give it as the last part.
